Aiming to balance time, costs, and safety, schools often choose to outsource planning and exercise needs. Paying professionals to produce a plan is time efficient, but impractical in price and practice. Impractical in practice, for the outcome of effective planning is learning the planning process, not creating a bookshelf plan.

Seeking to guard costs, other schools build their plans in-house based on some type of outline or template. Doing so does build better in-house knowledge, but the product is most often a collection of checklists; but checklists do not make a compliant plan.
